Final Report (PDF)

As a follow-up to HIPA’s Phase I report issued in 2010, HIPA retained RM Towill to do an assessment of the state’s infrastructure needs for the next 20 years. Please click here to download the full Phase II report, which concludes that the state faces over $15 billion in infrastructure needs through 2034, which, if fully constructed, could result in over $1.7 billion in tax revenue to the state, and lead to the creation of over 212,000 jobs.
